The description for the MD flash cart says "Multi Region support (USA/JPN/EUR)". What does this mean?

1) It doesn't matter what region the ROM is, because there is a way for you to manually select a new region when you upload it to a cart.
2) It doesn't matter what region the ROM is, because when you upload the ROM to the cart, the upload software automatically fixes the ROM to run in any machine.
3) It doesn't matter what region the ROM is, because the cart is special and can force the ROM to run in any machine.
4) The menu has multi-region support, but using a single ROM without a menu does not.

Also, if the answer is 2 or 3, what happens with a dual-region ROM? For instance, Ghouls and Ghosts plays two different versions depending on the region of the machine. If I flash this game to a cart, does it still do that? I don't want it to "fix" the game to only play one version.
