1- if i buy the Super Flash 64M Cart i need the CIC-161 Chip (Japan) for SUPER-FLASH 64M Card and SUPER T CONNECTOR for SUPER-FLASH CARD too? Question
2- if i pay with the western union i must add seven american dollars to the bank transfer? Question

The t-connetor allows you to connect a real cart and the flash cart to the SNES at the same time. The CIC is read from the real cart and the rom from the flash cart. If you have a Japanese cart with a Japanese CIC in then you do not need to buy one.

Yiou can fit a CIC chip to the flash cart then you would not need the t-connector. You can also disable the region protection in your SNES then you do not need to worry about the CIC chip at all.
