DOCTOR SF NTSC to Europe ?

Hi

I'm living in the Netherlands and therefor are using the PAL system. However I only see NTSC SF units on the site. I have some questions about it :

1) Can I use the NTSC version of the SF on my PAL SNES ?
2) What is the difference between the SF versions (SF3 , SF6 , SF7) ?

And finally a bit off topic :
3) When I ship the SF to the Netherlands , will I have to pay Export / Import Taxes ? Or has anyone else from Europe bought a SF here ?
(I never ordered from US)
