In order to get the NTSC SF7 to run on your PAL SNES you need to disable the lockout chip inside your SNES.

I am running a NTSC SF7 on a PAL SNES and this procedure worked for me! Bytheway, I use the power adapter of a Sega Megadrive to power the SF7.
While you are at it and have your SNES opened up anyway, I would suggest adding a 50/60 Hz switch also:

This removes the black borders on the top and bottom of from your screen. Be sure to add the switch, as some games check at what "speed" your SNES is running. If a game fales to boot in 60 Hz mode. Just boot it in 50Hz, and then while in the game flip the switch.
